Who can recover stuck funds on Ethereum?


Yoichi Hirai, a valuable and respected member of the Ethereum community, has abdicated his authority to vote on Ethereum Improvement Proposals over EIP 867, a proposal to change the Ethereum protocol so that Parity can recover the funds that they lost (similar to how the DAO hack was reversed with a hard fork). He has faced stress and criticism, with the community divided about the best solution (but likely leaning towards leaving the funds locked in favor of immutability). Yoichi also raises the question of whether he could be breaking the law by being an arbiter about how money can or cannot be dispensed. This raises very interesting legal questions. 

At its core, Ethereum isn't about money; it's about coordinating people directly with one another - the concept of money is just the best tool available today to accomplish that goal.
