The government is considering developing its own chat app for state communication

This makes a lot of sense since running government/state communications through a private company app is naive at best, dangerous at worst. However, as has been the case with France's effort, security will be a critical issue. Problems around Aadhaar -- India's universal ID system -- don't really inspire confidence that the government can develop a secure chat app, if it turns out that the project moves forward.
