There is little that India’s environment secretary can do, so he publicly promised quick and decisive action.  Not satisfied with his own statement, he added that the government will be very strict against polluters.  It seems even this was not enough, and he asked the people to accept their share of the blame.  The government-owned public sector is India’s biggest polluter, government policies promote water guzzling rice in water-scarce areas, the government is unable to punish those that pollute and instead threatens actions against tandoor owners and RWAs security guards, there is little the poor secretary can do, so he decided to point at those he serves.
