How to Give a Self-Driving Car a Test

Ever since the tragic Tempe accident, we've been hearing more about developing testing standards for self-driving cars. The UK leads the way in proposing a reasonable standard for how test self-driving cars.  We agree with CMU Prof. Philip Koopman's skepticism that they have articulated reasonable baselines for the platonic ideal of a human operator.  There are a host of problems still unaddressed and this critique summarizes these problems well.
