The Build Trap

I've seen this happen first hand, the CEO or whoever your boss is says something like this "if the development team every runs out of tasks or if they have nothing to build, then you're in trouble!". This then forces you to continually make sure the backlog is packed with features and "stuff to build" so you can then present this to higher-ups as "making progress".
